MOBIS Information for Federal Agencies:
The Institute of Cultural Affairs (ICA) has secured a place on the General Services Administration's (GSA) Management, Organizational and Business Improvement Services (MOBIS) Contract, which is designed to help government agencies improve management and organizational effectiveness through the use of specialized services. The five-year contract has a maximum order limit of $11.25 million with no limit on the number of orders that can be placed. Authorized users include all Federal agencies and the executive, legislative and judicial branches; government contractors authorized by a Federal agency; mixed ownership government corporations; and the government of the District of Columbia.

Who Can Use the ICA MOBIS Schedule?


  • All military and civilian federal agencies.
  • All executive, legislative, and judicial branches.
  • Mixed ownership government corporations as defined in Government Corporation Control Act.
  • Government contractors authorized in writing by a federal agency pursuant to 48 CFR 51.1.
  • The government of the District of Columbia.
  • Other activities and organizations authorized by statute or regulation to use GSA as a source of supply.

Under CGA contract #GS-10F-0314K, the ICA now offers a full range consulting, facilitation and training services for government customers, worldwide. These services also include work related to process and systems improvement, business process engineering, change implementation, strategic and business planning, benchmarking and performance management. Many of the ICA's government customers are faced with significant process improvement and training challenges. The GSA MOBIS contract gives these customers immediate access to the results-oriented services that we offer. According to the GSA, contractors placed on the contract must be knowledgeable of quality management theory and practice and have demonstrated they are capable of providing expert assistance to agencies implementing system change processes in the Federal environment. In ratings monitored by Dun and Bradstreet, the ICA meets or exceeds industry averages in all categories and has the highest possible rating in problem responsiveness and attitude (source). Our customers reported that the ICA exceeds expectation in all categories. Using the GSA MOBIS contract, government agencies can save time and money and be assured their procurements comply with all applicable regulations. All federal agencies are allowed to contract MOBIS task orders. Ordering procedures are simple and task orders can be issued in a relatively short period of time. One or more Special Item Numbers (SINs) are covered under the contract. Under MOBIS, government customers can procure expert services quickly, easily, and at fair and reasonable prices.

  1. Identify your short and long-term requirements.
  2. Discuss your requirements with your ICA representative.
  3. Prepare the statement of work.
  4. Establish funding.
  5. Submit a Request for Quotation to ICA.
  6. Send your order with agreed upon statement of work to ICA, using your agency's approved GSA purchase order.
